Abstract: The potential hazard to the public from large chemical  plants was first highlighted. Now risk assessment of the hazard has proved to be  an effective tool for improving innovation designs and for justifying the level  of safety built in a chemical plant. In this paper, the location selecting,  process flow main final products, semifinished products and byproducts of  Tongling Ammonium Phosphate Dibasic Factory (TAPDF) were introduced. The  objective of the risk assessment and the choosing of risk analysis methods were  shown, Finally the results of fire and explosive risk assessment of TAPDF were  presented and discussed.
